Default Ford Selectable-Mode Cruise Control

In the SAE a report that "Ford developing selectable-mode cruise control to optimise fuel efficiency".
It appears from the article it does not involve any hardware changes.
It seems to revolve around engine parameters dictating torque, gear selection and even "decouple the transmission" down hill, something I seem to recall Europeans have been working on.
(Ps, sorry about the link but someone might do it AGAIN for me)
