Most of the rego these days is made up of insurance so I would image it should be on the car not the person.
There's plenty of people living in cities who have licences but don't own cars. But this has nothing to do with club permits/rego.

Sure it does. One of the complaints in this thread is that people are abusing the club rego thingy. That is because the rego system is not fair. If you have a way of reducing your costs why wouldn't you utilise it? If you want to stop this practice you would have to change the way we pay for license and rego.

in fact you don't even need a drivers licence to have a car registered in your name (in Vict anyway)

The amount of taxes on grog and smokes - means we're just getting most of our money back and keeping the pimply faced teenage girl in a job at their local
