There will never be zero accidents, a accident is just that by definition be it human, machine or even god. The mathematics of the amount of cars and scenarios out there , 400 fatalities or so is really quiet low in the grand scheme of it all. Would we like it at zero ?yes, would we live in a bubble probably not, life is a risk deal with it.

get it tested by a speedo expert, send the report in with the fine and ask for a dismissal

They won't defect the car. It is within tolerance.
The manufacturing tolerances are different to the policing tolerances.
Makes me wonder why no-one has taken them to court over it.

I can buy polyester paper, same base as Cibachrome which is highly reflective..

but I'm not saying this is something to do to scam the system, I was suggesting it shows the policing system of using cameras is flawed

He didn't look very hard (or maybe Mr Keating is just a liar) - in New Zealand, the published tolerances are 110km/h for the 100km/h national limit, dropping to 104km/h on public holiday periods. The cops dropped it to no tolerance over Xmas 2014 and there was an uproar, even the pollies were calling them on it. They have quietly gone back to the status quo.

A 3km tolerance on a speed camera is unjust. Regardless of your driving patterns. As stated many times in this post. It is just a subversive way to increase revenue. It would be far more equitable, and palatable, to have speed tolerances in line with OEM tolerances, but not under them.
