Incarcerating someone costs money, as does welfare and the cost to the community of criminal activities, therefore if public costs are going to be incurred then they may as well be punished at the same time with a lengthy gaol sentence with forced labour and the refusal to participate in labour programmes see the addition of sentence time. If you want to punish someone, take away their freedom.
