Default Headlight removal legality

I had the random thought of removing the passengers side inner headlight (hi-beam only) and replacing it with a straight through pipe to the intake box.
i very, very rarely do any driving where there arent any street lights, and even then there would still be the hi/lo of both outers and the hi only of the other inner.
my only concern is the legality of it.
i am assuming it would be illegal to remove it, but i am not 100% sure.
anyone know for sure?
